She has way too much muscle in her neck for a shin-kick to the base of the neck to be effective. The only movement mode at that point would result in a dislocated neck. That much muscle would keep it totally in place. Not going to work.

You need to attack the end of rotation, not the base. Maybe the chin or the top of the skull in a rotational moment. This can induce a concussion. While she is unconscious, declare Kinuko the winner.

for a forceful attack like a shin round kick, neck is perfectly valid target, best one on the head. problem with temple would be bone on bone you'd rather hit with the ball of the foot in that case.

Also to the bio mechanical arguments, the spine takes the load at the end of the day; certainly having strong muscles means it takes it more efficiently, but if it's a strong enough kick (as this appears to be) it's going to cause damage to the neck. I think it's as valid to go for a knockout with a more carefully placed kick (say at the jawline below the ear or right on the temple) as it is to use a stronger less accurate attack against the neck itself...

The first part (bone on bone, hit with ball of foot) would make sense, if Kinuko was barefoot, but she is wearing footwear, and the temple isn't that strong, and getting hit flat against the ear will, at the least, leave your opponent with a ringing in their ear leaving them slightly disorientated

It might not matter how muscled you are, but it might very well matter if you aren't human, or if you have Earth elemental powers that make you as hard as a rock, or allow you to absorb the energy/force from a blow and gain power from it, or have some other similar freaky ability. Kinuko's pretty smart, she knows she's not fighting a regular person - I doubt this was even a full force kick, probably more of a test to see what kind of abilities/durability her opponent has.
